Philip Lacovara spent two tours in the Solicitor General's
office, first as assistant to Solicitor General Thurgood Marshall and then as Deputy Solicitor General under Erwin
Griswold. He left the office to become Counsel to the Watergate
Special Prosecutor, Archibald Cox, and while serving in that capacity argued the Nixon Tapes Case before the Supreme
Court. He has argued 17 Supreme Court cases in government service and in private practice, in addition to many other cases in the federal circuits and state appellate courts.
He has served as President of the District of Columbia
Bar, as Chair of the American Bar Association Section of
Individual Rights and Responsibilities, and for a number of
years as Chair of the ABA Special Committee on Amicus
Curiae Briefs. He also has served as co-chair of the ABA
National Institute on Appellate Advocacy. For 14 years
Philip was the managing partner in charge of the Washington
office of Hughes Hubbard & Reed. He later served as Vice
President and Senior Counsel for Litigation and Legal Policy
at General Electric Company and then as Managing Director
and General Counsel of Morgan Stanley & Co., before joining
Mayer, Brown. Philip is a member of the American Law
Institute, the American Association of Appellate Lawyers,
and the American College of Trial Lawyers.
Philip is a summa cum laude graduate of Columbia Law
School, where he was first in his class for each of three
years. He clerked for Judge Harold Leventhal of the United
States Court of Appeals for the District of Columbia Circuit.
