Philip Allen Lacovara
Philip Allen Lacovara, Senior Counsel to the firm, has had an extensive litigation career that has focused on appellate advocacy, including appearances before the US Supreme Court, (where he has argued more than 15 cases and briefed hundreds more), and conduct of cases in all federal appellate courts and many state appellate courts. He is the editor-in-chief of both the first (2008) and second (2013) editions of the definitive practice for handling federal appeals, Mayer Brown LLP, Federal Appellate Practice (published by Bloomberg BNA).
He previously held two senior positions in the private sector: Managing Director and General Counsel of Morgan Stanley & Co., and Vice President and Senior Counsel for Litigation and Legal Policy at General Electric Co. His positions in federal and New York City government including service as Counsel to the Watergate Special Prosecutor, Deputy Solicitor General of the United States, and Special Counsel to the NYC Police Commissioner. Philip began his appellate experience as law clerk to Circuit Judge Harold Leventhal of the US Court of Appeals for the District of Columbia Circuit, where he later chaired various court committees. He also is a former President of the District of Columbia Bar.
